UCRRA offers free community engagement, outreach education services and resources about waste reduction, recycling, and composting. Following the hierarchy of materials management set forth in New York State’s solid waste management plan, our messages emphasize waste reduction as the best practice to slow the environmental impact of waste.
The Agency has two full-time staff members dedicated to outreach education. The Recycling Coordinator and Recycling Educator are available to table at community events, make classroom visits, give lecture-style presentations, conduct composting demonstrations, or other educational workshops for both youth and adult audiences. The Agency has collaborated with towns, community centers, neighborhood associations, farmers, local environmental organizations and coalitions, Rotary clubs, youth scout troops, colleges and other educational institutions to promote the benefits of food waste composting and food waste reduction.

Visiting groups receive a high level of instruction on various solid waste environmental issues and solutions while touring the UCRRA. Historically | In 1986, the Ulster County Legislature obtained authorization from the State Legislature for the creation of the Ulster County Resource Recovery Agency (the “Agency”), a public benefit corporation which was formed for the purpose of developing, financing, and implementing a comprehensive Countywide solid waste management program. In the mid-1980’s, after new initiatives to close non-complying exiting landfills were undertaken by the NYSDEC and strict requirements for the siting, construction, and operation of new disposal facilities were enacted, many communities found it beyond their financial and managerial capability to continue to dispose of waste in traditional ways. Consequently, many of the local municipalities in Ulster County requested that the Ulster County government assume the responsibility for solid waste management, and the Agency was created by the New York State Legislature pursuant to Chapter 936 of the Public Authorities Law approved December of 1986. The Agency’s organizational structure consists of a five-member Board of Directors; an Executive Director; Agency Counsel; and thirty administrative and operations personnel. www.ucrra.org/historical/

Facility Tours
Facility tours of the Agency’s facilities located at 999 Flatbush Road in Kingston offer students an opportunity to learn first-hand how curbside recyclable materials are sorted, separated and packaged at a working Materials Recovery Facility. The Agency Recycling Coordinator explains why we recycle, demonstrates what to recycle and how to prepare materials for recycling. Also available to tour is the Agency’s Organics Recovery Facility, a local and cost-effective system optimizing recycling and reuse opportunities for our community. Organics, defined for this facility/program, consist of commercially generated food waste (vegetable scraps, coffee grounds, kitchen prep, bakery items, meat, chicken and fish trimmings, cheese, etc.), approved compostable packaging, landscape trimmings, plant material, or untreated wood. Food waste is turned into compost using the extended aerated static pile method of composting. By composting, food waste is diverted from landfill disposal, saving money for all constituents while creating nutrient-rich material highly valued by gardeners, farms, nurseries and other businesses that contribute to the vitality of our community. I Had Trouble in Getting to Solla Sollew is a 1965 children's book by Theodor "Dr. Seuss" Seuss Geisel. The story features classic Seuss rhymes and drawings in his distinctive pen and ink style. The book is a first-person narrative told by a young narrator who experiences troubles in his life (mostly aggressive small animals that bite and sting) and wishes to escape them. He sets out for the city of Solla Sollew ("where they never have troubles / at least very few") and learns that he must face his problems instead of running away from them. He then goes back home to deal with his "troubles", arming himself with a big bat and resolving that "Now my troubles are going to have troubles with me!" The journey includes several fantastic, and troublesome, encounters. In one instance, the protagonist is forced to haul a wagon for a bossy companion. ("'This is called teamwork. I furnish the brains. You furnish the muscles, the aches and the pains.'")
