"So just for clarfication, the FDA and AOT are two entirely separate issues, although someone who is on AOT might be forced to receive shock treatment.
"FDA - The FDA regulates all medical devices, of which the electric shock machine is thought to be. FDA passed a rule in 2018 which dropped the safety level of the shock device from a class III experimental device to a class II device with special controls, and specifically are allowing its use for several things, including, "depression", "bipolar disorder" and some unnamed emergency situations. The fight to try to stop this went on for decades.
"Kendra's Law, or New York State's Involuntary Outpatient Commitment law was passed in 1999 and is due to sunset and become permanent in the next year or so if we cannot stop it. This is where someone can be forced to comply with psychiatric treatment and programming while living in the community, not institutionalized" (bolded emphasis by beetle, added for referencing/resourcing in general and below)."

The 8th Annual Kingston Multicultural Festival is dedicated to the memory of Esther Taylor-Evans. Esther was a fearless advocate for the Black community and for multiculturalism. Without her, this festival never would have begun. She supported it to the end of her days.
