What We Do


Our mission is to protect public health and the environment and to promote sustainable materials management practices in Ulster County by efficiently managing solid waste materials with a focus on resource conservation.

For over 30 years, Ulster County Resource Recovery Agency (UCRRA) has been developing and implementing sustainable waste management programs for Ulster County. UCRRA is a solid waste authority, public benefit corporation, and permitted solid waste facility with commercial Transfer Stations in Kingston and New Paltz, NY.

As a Public Benefit Corporation of the State of New York, UCRRA is empowered by Chapter 13-G of the Public Authorities Law to manage solid waste and recyclables in Ulster County. Following the Ulster County Flow Control Law of 2012, all municipal solid waste generated in Ulster County, including curbside collection, must come to a UCRRA facility.

Recycling is mandatory in Ulster County. All persons, commercial businesses, schools, institutions, and non-profit organizations are required to source separate recyclable materials. The Resource Recovery Agency offers education and enforcement practices to ensure compliance with the Ulster County Recycling Law.

The Agency offers many programs and services in pursuit of our mission. The UCRRA Recycling Outreach Team is available to help improve or implement waste reduction, recycling, and composting programs for local businesses, schools, and institutions and offers facility tours and educational programs. The Agency is dedicated to resource recovery to provide essential services not only simply manage waste, but to provide essential community engagement to reduce, reuse, and rethink waste.




What We Do | HISTORY


In the mid-1980’s, New York State Department of Environmental Conservation began initiatives to close existing landfills that were no longer compliant with the newly updated solid waste regulations. NYSDEC enacted strict requirements for the siting, construction, and operation of disposal facilities. Consequently, many local communities found it beyond their financial and managerial capability to continue to dispose of waste in traditional ways at that time. Local municipalities requested that the Ulster County government assume the responsibility for solid waste management.

In 1986, the Ulster County Legislature obtained authorization from the State Legislature for the creation of the Ulster County Resource Recovery Agency (the “Agency”), a public benefit corporation formed for the purpose of developing, financing, and implementing a comprehensive Countywide solid waste management program. The Agency’s organizational structure consists of a five-member Board of Directors; an Executive Director; Agency Counsel; and thirty administrative and operations personnel.

For over 30 years, UCRRA has been actively pursuing its mission to protect public health and the environment, promote sustainable practices and efficiently manage solid waste with a focus on resource conservation. UCRRA manages municipal solid waste (MSW), construction and demolition debris (C&D), dual stream recyclables, source-separated organics, electronic waste (e-waste), and biosolids. UCRRA operates two permitted facilities; the Ulster Transfer Station (TS) and the New Paltz TS.

Since 1997, UCRRA has been responsible for providing post-closure services to two closed landfills in Ulster and New Paltz. UCRRA manages the landfill leachate collection and management, monitors groundwater and landfill gases, and maintains the landscaping.

The UCRRA Materials Recovery Facility was constructed in 2002 and can process dual stream recyclables. The permitted capacity of the MRF is 90 tons/day, with storage capacity of 400 tons.

On December 18, 2012, Flow Control was signed into law by the Ulster County Executive. This means that all municipal solid waste generated in Ulster County, including curbside collection, must come to a UCRRA facility. Construction & Demolition debris, organics, and recyclables are not regulated through flow control and can be sent to any facility within or outside of the County.

The UCRRA Organics Recovery Facility was constructed in 2012 and processes source-separated organics (food waste).

A recent 75-acre land acquisition occurred in 2019 with a property adjacent to the Ulster Transfer Station. It is the hope of the Agency to use this property to construct new buildings to expand the current services for waste processing, recycling, and increase the organics composting program.

Residents of Ulster County have the option to bring waste and recyclables to their Municipal Recycling Drop Off Center (MRDC), also referred to as a town transfer station. These facilities are owned and managed by the local municipality. Ulster County Resource Recovery Agency is not responsible for changes or discrepancies regarding this information. TOURS 

P.O. Box The Agency offers facility tours of our recycling and composting operations, and regularly hosts public groups up to 30 persons at a time. Visiting groups receive a high level of instruction on various solid waste environmental issues and solutions while touring UCRRA. The Agency takes pride in its mission and operations and welcomes the public to “come see for yourself” how the Agency is making recycling and composting work!

METHANOL IN MANY HAND-SANITIZER BRANDS


[7-2-2020] FDA is warning consumers and health care providers that the agency has seen a sharp increase in hand sanitizer products that are labeled to contain ethanol (also known as ethyl alcohol) but that have tested positive for methanol contamination. Methanol, or wood alcohol, is a substance that can be toxic when absorbed through the skin or ingested and can be life-threatening when ingested... .

Consumers who have been exposed to hand sanitizer containing methanol and are experiencing symptoms should seek immediate treatment for potential reversal of toxic effects of methanol poisoning. Substantial methanol exposure can result in nausea, vomiting, headache, blurred vision, permanent blindness, seizures, coma, permanent damage to the nervous system or death. Although all persons using these products on their hands are at risk for methanol poisoning, young children who accidently [sic] ingest these products and adolescents and adults who drink these products as an alcohol (ethanol) substitute, are most at risk.

Esther was a fearless advocate for the Black community and for multiculturalism. Without her, this festival never would have begun. She supported it to the end of her days.
